The local council's have proved that they're just like clothes shops and catalogues when it comes to the thought process: They buy their winter salt in summer and presumably sunglasses and suntan when we're all under forty foot of snow.
This story from one of the papers I draw for is on one of my favorite themes; the numpty jobsworths at the council.
On another note, I recently found out that the council workers collect my cartoons and put them up on their bulletin boards---obviously they're very proud of their numptyness
